South Sudan to move capital to Ramciel

Juba (South Sudan) Sept 4, 2011 - The government of newly-independent South Sudan has decided to relocate its capital from Juba to a more central location in Lakes state, a senior official said on Sunday. "The council of ministers has decided that the capital city will be relocated from Juba," the government's secretary general Abdon Agaw told AFP, adding the new capital would be located in Ramciel, in Lakes state. .

UESARIO strongly condemns Moroccan authorities’ abuse on the Saharawi students at Casablanca University



Shaheed Al Hafed (refugee camps), Nov 26, 2011 (SPS) - The Saharawi Union of Students (UESARIO) has strongly condemned the blatant abuse committed by the Moroccan occupation authorities against the Saharawi students and expelling them from study on the ground of their attachment to Saharawi people’s right to self-determination.

In a statement issued Thursday, the Union underlined “when we strongly follow-up the developments on the student scene in the occupied part of our country and inside Moroccan universities, we renew our strong indignation and condemnation to such blatant abuse.”

The Union called on all its components everywhere to show solidarity with the Saharawi students who are still protesting at the Casablanca University, drawing attention of all the partners including international students, youth and trade unions organizations “for the immediate act to pressurize Moroccan occupation state, stop its systematic attack on the defenseless Saharawi students and its violation of their legitimate rights to express their attitudes and opinions about their political cause as well as respecting their right to continue the study.”

It also expressed deep regret on the international community’s disregard to the ongoing gross human rights violations in the occupied territories of Western Sahara.
“Despite the Moroccan state continuation to encroach the spirit of the international Charter and law that guarantee the free expression of opinions and positions as well as the legitimacy to claim for the legitimate rights including the right to follow-up study, the international community is still ignoring the adoption of an international mechanism to monitor human rights and report it in the Territory,” asserted the statement.

The Moroccan occupation authorities has been carrying out a huge campaign of oppression and abuse against the Saharawi students at the Casablanca University, who are currently holding a sit-in to demand their legitimate right to register in the academic year 2011-2012. (SPS)

Polisario Front hopes a positive role from Spain with the new government



Algiers, Nov 26, 2011 (SPS) - The Polisario Front’s Representative to the United Nations, Mr. Ahmed Boukhari, expressed Thursday his hope that electing a new government in Spain “would open a new page of relations with the Saharawi Arab Democratic Republic.”

In an interview with Algeria’s International Radio, Mr. Boukhari wished that the election of a new government in Spain under the leadership of the Popular Party (right) “will open the door towards a new positive role played by this country.”

He said “there is a new opportunity for such change on the Spanish political arena,” adding “I suppose this role will be positive and effective, unlike the role of the former government (Socialist Party) which was negative and in favor of the Moroccan proposals.”

The Saharawi diplomat denounced in the same regard the French position towards the Saharawi cause and pressures exerted by France, in particular through its Veto, over the European countries and its backing to Moroccan occupation in order to disrupt the efforts and acts of solidarity with the Saharawi cause.

He recalled that the Saharawi cause has a great support in the world, regretting for the fact that the battle “is limited in Europe at the level of parliaments, mass-media and various non-governmental organizations for the defense of human rights, highlighting that this pressure “will lose its effectiveness over time with the economic circumstance hitting Europe due to the political changes of some European countries.

Concerning the issue of human rights, the Polisario Representative indicated that there is international understanding on Morocco’s violation to human rights in a clear and brutal mode in Western Sahara, insisting for the protection of the Saharawi population especially through the establishment of a mechanism to monitor human rights and to denounce all violations within the international organs.

He pointed out that all attempts that fall in this context hampered the position adopted by France, and thus denied the Saharawi people to exercise their right to self-determination.

He therefore denounced the illegitimate exploitation of Western Sahara wealth by Morocco with the complicity of some European countries, stressing on the need to find a solution to this issue in order to put an end to these abuses. (SPS)

British NGO calls for protecting human rights in occupied Dakhla

London, October 10, 2011 (SPS) Western Sahara Campaign in Britain, is calling to sign a petition urging the UN to protect human rights in Dakhla and investigate the events in this city, said Saturday in London Mr. Ken Ritchie, Executive Member of the organization.

"We urge the UN High Commissioner for Human Rights to conduct an urgent investigation in Dakhla to shed light on the events in the city under siege since September 25, and put a mechanism for monitoring human rights in order to stop the abuses perpetrated against the Saharawi people ", he said.

Mr. Ritchie also asked for the expansion of the mandate of the UN mission for the referendum in Western Sahara (MINURSO) to monitor human rights in the Saharawi occupied territories.

Several influential British personalities, including parliamentarians, politicians and trade union leaders, signed the petition, in particular Lord Avebury, Cathy Jamieson (member) and Dave Prentis, general secretary of UNISON, one of the three largest British trade unions.

"A copy of this message will be sent to British Foreign Minister, William Hague, and the British government to call for greater influence within the UN Security Council to find a solution to the conflict based on the principles of the international law that respects the will of the Saharawi people," Mr. Ritchie added.

Mr. Ritchie regretted the "biased" position of France on the Western Sahara issue, which he said "was due to its economic interests in the region." (SPS)

The term peace has got abroad meaning, but it can be simply defined as
the situation when people live together sharing their common
interests, collaborating with each other in various domains such as
economic, social and culture keeping away all kinds of wars, conflicts
and disagreements, but the real question is: how can we deal
successfully with difficult situations especially in wars and
conflicts?

Well, for me this subject is truly personal, because of what my people
are living nowadays , and what made it worse is that they are being
abused by who are supposed to be brothers , but anyway what is
important is that each one of us have to participate from his/her side
to cope with this conflict, because the real problem is not in the
conflict itself but in the way to deal with it , we have to be logic
in dealing with conflicts and try to solve them in the best peacefully
way,” peace is in our hands, we can do it” Kofi Annan .

It is really that is a little bit difficult to deal with complicated
conflicts, but what we have to do is gather our efforts and try to
promote peace, there is so many conflicts in the world that must be
dealt peacefully with, I’m sure that doing our best we will finish
with them and promote peace all over the world, “it isn’t enough to
talk about peace, one must believe it. And it isn’t enough to believe
in it, one must work for it “Eleanor Roosevelt.

In the end we hope a peaceful solution for our just question that may
allow western sahara people to take their right of auto determination
and independence.

Council of Ministers strongly condemns repression of Saharawi citizens in occupied Western Sahara

Shahid Al Hafed (refugee camps) Sept 4, 2011 (SPS) - The Council of Ministers strongly condemned Saturday the serious violations of human rights perpetuated against the Saharawis in the occupied territories of Western Sahara, especially El Aaiun and Boujdour, hailing struggles of the Saharawi masses in the occupied territories and south of Morocco, in a statement concluded a meeting chaired by the President of the Republic and Secretary General of the Polisario Front, Mr. Mohamed Abdelaziz.

The statement asserted that the Saharawi masses in the occupied territories “have consistently made continued heroics in the face of campaigns of brutal repression and solid blockade, as well as acts of abduction, torture and intimidation,” expressing strong condemnation to all gross violations of human rights carried on by the Moroccan occupation authorities, which recently and dramatically increased in the occupied cities of El Aaiun and Boujdour.

The Council recalled to the case of the Martyr Said Danbar, whose corpse is yet to bury due to the intransigence of the Morocco occupation authorities and its refusal to reveal the circumanstances behind his assassination and to assume full responsibility for the crime.

It also noted that Morocco’s continuation to practice the same repressive policies, which accompanied its military invasion of Western Sahara on Oct 31, 1975, its attack on Gdeim Izik camp on Nov 8, 2010 and others, confirms “the reality of its intransigence and refusal to implement UN Charter and resolutions as well as the international humanitarian law, calling in this regard on the international community to immediately take all necessary steps, measures and sanctions on Morocco to stop its violations of human rights and its looting to the Saharawi natural resources.

The Council reiterated the call to accelerate the establishment of UN mechanism enabling MINURSO to protect and monitor human rights in Western Sahara and report about it, release Yahia Mohamed Hafed and all the Saharawi political detainees in the Moroccan prisons, reveal the fate of more than 651 Saharawi missings and remove the Moroccan military wall (Berm) which contains millions of internationally banned mines, including anti-personnel. The statement said that these attempts aim “to sow poisons, disputes and dissensions in the interest of goals, which are contrary to the rights of peoples and their will of freedom, dignity, democracy and peace.”

The Sahrawi government and the Polisario Front had previously denounced, in a statement, claims reported by the Moroccan official press service on Aug 25, 2011 about “the arrest of 556 mercenaries from the Polisario Front have been brought in to support Gaddafi troops,” calling for an urgent independent inquiry into these serious allegations. South Sudan to move capital to Ramciel

Juba (South Sudan) Sept 4, 2011 - The government of newly-independent South Sudan has decided to relocate its capital from Juba to a more central location in Lakes state, a senior official said on Sunday.
"The council of ministers has decided that the capital city will be relocated from Juba," the government's secretary general Abdon Agaw told AFP, adding the new capital would be located in Ramciel, in Lakes state.
The decision, taken on Friday, has to be approved by the parliament of South Sudan, which gained its independence July 9, and is unlikely to result in any imminent change as the new capital would have to be built from scratch.
But the move has been mulled for months and the country's information minister, quoted by local media, has said the relocation process would be completed within about six years.
Agaw said authorities in Central Equatoria, of which Juba is the state capital, had refused to provide the land required by the government for the city's expansion.
Ramciel is an area which lies between the three main regions of the world's newest nation: Greater Equatoria, Greater Upper Nile and Greater Bahr al-Ghazal.
The existing capital, in the far south, was left in ruins by the decades of conflict between Khartoum and southern rebels when it served as a government garrison town.
But despite the lack of basic infrastructure, including reliable power, water and sewage systems, it has thrived in recent years, witnessing a rapid construction boom.
Juba has drawn entrepreneurs from around the world as well as a small army of international aid agency and UN workers.

President of Republic appreciates the documentary “Gdeim Izik: an example of unity and resistance”

Shahid Al Hafed (refugee camps) Sept 4, 2011 (SPS) - The President of the Republic and Secretary General of the Polisario Front, Mr. Mohamed Abdelaziz, has appreciated the documentary “Gdeim Izik: an example of unity and resistance”, considering it “work which must be commanded because it documents a historic phase in the history of the Saharawi resistance against the Moroccan occupation, during its screening on the sidelines of a meeting of the Ministers Council held Saturday.

The President of the Republic granted the Saharawi nationality for the two journalists as a recognition and appreciation for their sacrifices to portray the truth from inside the camp of Gdeim Izik.

The documentary, which is produced by the journalists the Mexican Antonio Velázquez and Spanish Isabel Terraza, narrates with pictures and videos the story of the dignity camp in Gdeim Izik.

It was screened in all Wilayas and institution of the Saharawi Republic (SADR)

Algeria recalls need to improve human rights situation in Western Sahara


Algiers, June 2, 2011 (SPS) - The Algerian Delegate Minister in charge of Maghreb and African affairs, Abdelkader Messahel, asserted Wednesday in Algiers that Algeria reminds of the need to improve the human rights situation in Western Sahara, as has been confirmed by the UN Security Council in Resolution 1979.

Referring to the situation in Western Sahara during a press conference, Mr. Messahel reiterated the position of the United Nations on the "critical importance of the issue of human rights in the search for a solution to the conflict" in the Western Sahara.

He also pointed to the Security Council Resolution 1979 on "the need to improve the human rights situation in Western Sahara" and requiring the parties, Morocco and the Polisario Front, " to work with the international community to develop independent and credible procedures and apply them to ensure full respect for human rights."

The Minister also reminded that in accordance with the Resolution 1979 and previous resolutions of the Security Council, Ambassador Christopher Ross, the Personal Envoy of the UN Secretary-General for Western Sahara, has invited for the parties to the conflict to hold seventh informal meeting June 5-7, in Manhasset, New York, intended, like the previous meetings, to prepare for the resumption of the fifth round of negotiations, which ceased in April 2008.

He explained that according to the formula adopted by the former Personal Envoy of the UN Secretary-General, Mr. James Baker, Algeria and Mauritania will be invited to participate in this meeting in their capacity as two neighboring countries and observers of the course of the negotiations.

The Minister point out that Mr. Christopher Ross has "always stressed" that the negotiations between Morocco and the Polisario Front are based on proposals submitted by the parties in 2007 and that "the solution to the conflict must enable the people of Western Sahara to exercise its right to freely determine its own destiny."

Statement of saharaui political prisioners in Sale prision

Sale Prison April 2011 STATEMENT OF SAHARAUI POLITICAL PRISONERS IN SALE PRISON (MOROCCO) After more than five months of imprisonment in Sale Prison during which the Military courts in Rabat have been well informed (instructed) of our cases and after the violent attack on Saharaui civilians perpetrated by the Moroccan authorities on 8 November 2010 to eject (oust) the camp Gdeim Izik located outside the occupied city of El Aaiun, the subsequent kidnappings, disappearances and arbitrary detentions, barbarism which remind us of the Saharaui population have been suffering since the last century after the Moroccan occupation of Western Sahara. While waiting for our appearance before the military court in Rabat, the Moroccan authorities have invented and produced evidence to the Moroccan style of the hard (referred to hard years of lead) years in Western Sahara -under Hassan II's rule we continue to suffer miserable conditions inside the prison, where we lack our most basic rights. In these five months we have been individually isolated, twenty prisoners suffering complications and very serious diseases physical and psychological. In addition to being deprived of our liberty and subjected to violation of our most basic rights, our families suffer not only because of our situation but due to the long distances they must travel and travel expenses that they have to meet on twice-weekly visits for a period not exceeding fifteen minutes. Given the difficult and inhuman conditions to which we are subjected, after carrying out hunger strikes in February and March, we 20 prisoners have decided : - To start a hunger strike on Tuesday April 19, 2011. - We request of those in charge of the Moroccan Penitentiary Administration treatment in accordance with our remand status to exercise our legitimate rights guaranteed and protected by law and international treaties and conventions, in particular the rules/ laws on treatment of prisoners. - We request acceleration of our judgments to ensure compliance with the conditions for holding fair and impartial trials. - We call upon relevant intergovernmental and nongovernmental, political and human rights organizations, including United Nations and the European Union, especially France and Spain to put pressure on the Moroccan state and act to protect our rights as Sahraui political prisoners in our peaceful political struggle to defend the right of the Saharaui people to self-determination guaranteed by international law. Our detention in the city of El Aaiun was due to participation in the mass exodus featuring thousands of Saharaui to camp Gdeim Izik in a free and genuine expression of legitimate and peaceful struggle in the same form which has been followed by the Arab peoples. This popular peaceful revolution is unique and was realized by the Saharaui in the camp of Gdeim Izik of which the world has been a witness, is a historical event that makes us feel proud to our longing like that of all Arab peoples who want to gain freedom and dignity against tyranny, oppression and occupation. We urge the international human rights legal organizations, especially Arab and Moroccan organizations to open an investigation into what the Saharaui hostages and detainees have suffered in the aftermath of Camp Izik with the brutal intervention of the Moroccan forces of repression, especially those responsible for the gendarmerie, police and auxiliary police repression, torture and brutal persecution carried out by the Moroccan state, including elders, women and children. Camp Gdeim Izik is the historical result of a succession of events which provide the setting in the Saharaui peaceful rebellion which began on May 20, 2005. Algiers, March 10, 2011 (SPS) - The Algerian Minister of Foreign Affairs, Mr. Mourad Medelci, said in a daily national newspaper published Thursday that Morocco is "somehow responsible" for blocking the process of negotiations with the Polisario Front.

The responsibility for blocking the process of negotiations between the Polisario Front and Morocco falls on this last one, said Medelci in an interview with the Arabic-newspaper El-Khabar, stressing that Algeria is "not satisfied" with the outcome of the negotiations process.

The Chief of Algerian diplomacy said that negotiations between both parties (Morocco and Polisario Front), "have made no progress despite Algeria's efforts to assist the Personal Envoy of the UN Secretary General for Western Sahara, Christopher Ross, to achieve his mission under the best conditions. "

For the Algerian Minister, Morocco is responsible for this blocking "because it encircles the solution in its approach while rejecting the proposal of the Polisario Front which is also recognized by the UN Security Council."

"I think there is still a tendency among both warring parties apart from the will of Christopher Ross and Secretary General of the United Nations to continue efforts to achieve the results expected by the international community," he supported.

Medelci also indicated that "whatever the weight of the question of Western Sahara, relations between Algeria and Morocco remain very important and valuable" noting that Algeria has "no other intention than to cooperate closely with the brotherly country."

On ways to expand this cooperation, Medelci considered it necessary first to"respect each party's commitment to its principles and positions vis-à-vis the question of Western Sahara".

He noted that Algeria has decided to expand bilateral cooperation in certain sectors deemed sensitive and important such as energy, youth, sport and training.

Algeria "finds no objection to expand in the future this cooperation to other sectors but keeping the file of Western Sahara issue on the table of the UN and that each party respects the vision and position of the other," he specified. (SPS)

5th Polisario- Morocco informal meeting opens in Manhasset

New York January22,2011(SPS) – The fifth informal meeting between Polisario Front and Morocco on Western Sahara dispute opened Saturday in Manhasset (New York) for two days under the auspices of United Nations. The meeting is being held in strict camera in the Greentree Estate (Manhasset), owned by the rich US family Whitney and put at the UN disposal for such meetings.
